Some places do speed surveys on new or contested roads. But never heard of cops doing it themselves. We had our speed limit increased on the interstate going through the city to 65 because nobody does 55 anymore. Most people do 75. Cities or towns who lower speed limits below the average are most likely in it for the ticket revenue.
